SPEAK was initiated in 2014 within the framework of Naturvårdsverket and Havs- och vattenmyndigheten's announcement "Community planning for reduced environmental impact", and the project ended in December 2017. Professor Berit Balfors, Royal Institue of Technology (KTH), was the project manager and the team included, among others, researchers and scientists from Ecoloop, WSP, VTI, SLU and KTH.
